АДМІНІСТРАТИВНО-ГОСПОДАРСЬКИЙ СТАТУС СУБ'ЄКТІВ ІННОВАЦІЙНОЇ ДІЯЛЬНОСТІ В КОНТЕКСТІ РОЗВИТКУ ТЕХНОЛОГІЧНИХ ПАРКІВ

Анотація

Проаналізовано ефективність центральних органів виконавчої влади у галузі іннова­ційної діяльності з адміністративно-господарських позицій. Центральні органів виконав­чої влади виступають як суб'єкти, які мають господарські права і обов'язки, хоча І не здійснюють безпосередню господарську діяльність. Такі суб'єкти є спеціальними, бо беруть участь у спеціальних відносинах, розроблених державою. Показана роль МОН України і Державного агентства України з інвестицій та інновацій як центральних органів виконавчої влади в інноваційній сфері. З позицій права доведена необхідність удосконалити структуру управління у галузі та розмежувати функції центральних органів виконавчої влади, запровадивши принцип одноосібної відповідальності.

Efficiency of central authorities of executive power in innovative activity field from administrative and economic law position is analysed. Central authorities of executive power is the subjects with economic rights and duties, although they didn't carry out economic activity directly. Such subjects are the special, because they take part in the special government relations. Role of Ministry for Education and Science of Ukraine and State Agency for investments and innovations of Ukraine as the central authorities of executive power at innovative sphere has been shown. Necessity to improve a management structure from the law positions and to devide the functions for central authorities of executive power, intpoducting principle of individual responsibility.
